HELP identify the photo

Archie's Mum, Orangeism died out in the 1960's in South Africa but still seems to be strong in Ghana strangely enough. Ladies Orange Order was founded in Glasgow in 1909 and it makes me wonder if it could have spread so quickly to Liverpool.
I am a little closer thanks to everyone and as my US cousin will say when I email this lot to her "close, but it's not a cigar"
