As soon as I saw the picture I thought 1920s, which seems to be the concensus.

Yes I totally agree. I would say mid to late 1920's

My grandmother bought an almost identical dress for her mother's funeral in late 1926. It was then carefully put away and next used for my mother's wedding in 1935.
