Poulter birth mystery

Found on a message board an enquiry of Charles James Poulter, born 1843 Bromley. I have no idea where Bromley is but is this a possibility. Charles Poulter, September 1843 Fulham.
As he and his family are found in Fulham in 1891.........

Bromley I think is a 'suburb' of London. Was that enquiry on a message board on this site? My Charles James was born in Bromley Kent, and pretty sure it's 1847. What I find quite amusing was his signature on the marriage certificates, it starts with a mark with wife number one, but by wife number three he was giving it a go - shakey though.

In short it says.....
Looking for any relatives of Charles James Poulter. He was a sugar boiler latterly working for Manbre Saccharine. Died in 1901.
There doesn't appear to be any answers but it looks like a great opportunity for you to make contact.
It also names his three wives.
 
The Ancestry message board post was me, also a descendant of Eleanor Warner, daughter of Henry Warner and Mary Ann Colbourn, who later married Charles James Poulter and took on the Poulter name. I have been in contact with Meredith and worked on Charles James Stevens Poulter the past weekend without success. I did found out that until 1875 there wasn't an onus to register a birth by the mother so it is estimated 10 to 15% births are not registered. Before that time it was upto the registrar to find births and register them.
